As an Oracle partner with a highly certified delivery team (1800+ certifications), we ensure every solution aligns with Oracle’s build standards and best practices. This commitment to excellence has earned us recognition by Gartner for the third consecutive year as a ‘Representative Vendor’ for professional and managed services market for OCI, as well as an ISG recognition across all 4 quadrants.

We’ve successfully delivered around 500 Oracle projects in the past 18 months, including complex upgrades, performance tuning, and private/public cloud migrations. Timelines vary from short-term health checks to multi-year change management programmes.

We support customers at every stage of their Oracle journey, from consultancy and architecture to upgrades, cloud migrations, and managed services. Our Oracle-certified team stays current with ongoing training, delivering projects ranging from quick advisory work to large, multi-phase transformations with complex integrations and tight timelines.

Our collaboration with Oracle is proactive and trusted; we work closely with Oracle account teams, escalate service requests where appropriate, and jointly support customer success, especially in high-stakes migrations or service transformations. Project Summary

DSP’s measurable success is shown through our Oracle expertise and strategic partnership with UK Shared Business Services (UKSBS), a key public sector shared service provider. Facing a critical digital transformation and the end of Premier Support for their Oracle platform, UKSBS needed a partner providing technical and business acumen to deliver fit-for-purpose recommendations for a complex upgrade.

The upgrade from EBS 12.1.3 to R12.2.4 was mainly technical with minimal new functionality. A thorough CEMLI analysis classified items by 'Remediation Complexity' to identify rework needs. Though not functionally transformative, the upgrade refreshed the user interface and enabled the use of Enterprise Command Centres.

DSP was chosen via G-Cloud to deliver consultancy, project assurance, and DBA expertise for UKSBS’s EBS estate, including Machinery of Government (MoG) changes, ensuring resilience/security. DSP supported UKSBS in upgrading their Oracle infrastructure with a detailed assessment, trial migrations, environment planning, and cloning, tailored to manage the significant MoG changes during the project.

The partnership delivered a smooth, on-time, on-budget upgrade that reduced risk through proactive planning and shared expertise. DSP also built UKSBS’s internal capacity, enabling their teams to focus on strategic priorities and fostering a collaborative, transparent relationship.

Value Realisation and ROI

DSP’s Oracle-powered upgrade solution enabled UKSBS to achieve critical business goals amid a period of significant transformation. Prior to engaging DSP, UKSBS relied on an ageing Oracle platform nearing the end of Premier Support, which posed risks to system resilience, security, and the delivery of essential Finance, HR, Payroll, and Procurement services to over 25,000 civil servants.

By partnering with DSP, UKSBS transitioned smoothly to an upgraded Oracle environment, delivering measurable improvements:

  • Risk Reduction & Stability: Through rigorous upgrade assessments and three trial migrations, DSP minimised operational risks, ensuring a seamless transition and enhanced platform stability. This proactive approach reduced unexpected downtime and support incidents by an estimated 40% compared to the prior state.
  • Time Efficiency: The structured cloning procedures and environment planning implemented by DSP accelerated the upgrade process, resulting in a 25% reduction in project delivery time. This enabled UKSBS to focus internal resources on strategic initiatives rather than firefighting technical issues.
  • Cost Optimisation: With DSP’s assurance and support, combined with the customer’s in-house capability, the upgrade successfully avoided £2.5 million in potential implementation costs, delivering significant ROI through reduced expenditure.

This transformation shifted UKSBS from a reactive, risk-prone environment to a proactive, resilient managed service model, aligning with their broader digital infrastructure goals. DSP’s collaborative approach created capacity and confidence within UKSBS, enabling focus on delivering greater value to government clients and adapting to evolving priorities, including complex MoG changes. The upgrade exemplifies a true business transformation, modernising technology while enhancing operational agility and service excellence.

Implementation and Customer Experience

The project was already in motion, with DSP providing project assurance, functional expertise, and deep DBA knowledge to guide planning and delivery. Initial progress was smooth and aligned with the agreed timeline. However, partway through, an unexpected development arose – government restructuring, initiated by the Prime Minister, introduced sudden changes to departmental responsibilities. These shifts had a direct impact on the existing Oracle E-Business Suite 12.1 solution, effectively halting the planned upgrade. 
This was a significant challenge, introducing both uncertainty and urgency. The project team was required to pivot quickly, reassess priorities, and accommodate new requirements under tight timelines. Rather than letting the disruption derail progress, UKSBS and DSP responded with agility and close collaboration.

DSP applied its experience in complex change management to swiftly implement the necessary modifications to the 12.1 solution. Meanwhile, the teams worked together to redefine the upgrade strategy, ensuring it remained aligned with both technical requirements and evolving business needs.

Thanks to this proactive and collaborative approach, the changes were delivered successfully, and the upgrade path was realigned without long-term delays. The ability to navigate this disruption highlighted the resilience of the partnership and DSP’s capability to deliver under pressure.

Solution Adoption and Integration

Today, UKSBS leverages the upgraded Oracle platform as a critical backbone for delivering a wide range of essential shared services across the UK public sector. The solution is in continuous, daily use, supporting over 25,000 civil and public servants with core Finance, HR and Payroll, Procurement, and Business IT functions.

The engagement started with focused consultancy and support for system upgrades, including technical assistance and project assurance. MoG changes added complexity by splitting one department into three legal entities with separate finance ledgers and payroll. To support this, we implemented a Level 2 service, allowing internal teams to focus on broader priorities while improving our managed service. Moving forward, the focus is on onboarding new clients (12,000 to date), creating new departments (3 so far), and establishing various Arms-Length Bodies.

The Oracle upgrade enables UKSBS to manage complex and evolving government requirements, including the MoG changes. This breadth of impact spans the entirety of UKSBS’s operational remit, ensuring reliable, secure, and compliant delivery of vital administrative and financial processes.

Importantly, the upgraded Oracle platform is fully integrated within UKSBS’s wider managed service model. It supports and interacts seamlessly with other business processes and systems, providing a cohesive infrastructure that underpins client reporting, compliance, and governance activities.
